ROAD INFORMATION
ANNUAL MEMBERSHIP MEETING
January, 2026 10 AM - 12 PM @ WELL #1 AT THE CORNER OF CAYUSE AND UMATILLA.
Prineville Lake Acres 2 encompasses a beautiful area of approximately 3 square miles off Davis Loop. 895 privately owned lots are accessible by a 27-mile road system. These roads, deemed private, are the sole responsibility of and managed by the Property Owners Association with a governing body of an elected Board of Directors.
SPEED LIMITS
To give our roads as long a life of drivability as possible and reduce repair costs, PLA 2 established speed limits as follows:
Paved roads - 35 mph
Gravel roads - 20 mph
The PLA 2 Community greatly appreciates it. Both property owners and public users are required to observe these posted speeds
No parking or Overnight parking on any Easements or Roads within PLA2
Rules and Regulations of Drivers and Riders in Oregon
In Oregon, kids under 16 riding ATVs off private property must possess an ATV Safety Education Card, meet "rider fit" size rules, and be supervised by an adult (18+) who also holds a Safety Card. Riders under 18 must wear a DOT-approved helmet.
Additionally, once off private land onto public roads or POA common areas, machines require a valid $10 Oregon ATV Operating Permit sticker.
Under general Oregon state and local codes, noise ordinances set "quiet hours" from 10:00 p.m. to 7:00 a.m. During these hours, Oregon State Noise Rules (OAR 340-035-0030) prohibit operating motor vehicles or motorcycles that exceed strict decibel limits, alter factory exhaust/mufflers, or increase ambient noise levels on nearby residential properties—especially between 10:00 PM and 7:00 AM.
County & Local Nuisance Codes: Most local jurisdictions (such as Crook County Code Chapter 8.08) enforce general public nuisance or "unreasonable noise" laws against excessive engine revving, modified exhaust, or off-road vehicle operation late at night.
Disorderly Conduct (ORS 166.025): Covers making unreasonable noise, intentionally or recklessly, that disturbs the peace; allowable sound limits drop by 5 DBA at property lines, and creating any "plainly audible" noise or operating loud equipment that disrupts neighboring properties is prohibited.
Even on dedicated private roads in a POA community, a sheriff's deputy has full jurisdiction to enforce criminal laws. Recklessness, reckless endangerment, and criminal disorderly conduct apply everywhere in Oregon—including private subdivisions.
How to Handle It:
Call the Non-Emergency Dispatch Immediately at 541-447-6998 to report the late-night disturbances, excessive revving, or dangerous driving while it is occurring so a deputy can be dispatched.
Call 911 for Immediate Danger: If the driving poses an immediate physical threat to residents or property, treat it as an emergency.
Document and Report: Video footage, license plates, or specific property addresses help deputies follow up and issue citations even if the driver stops before they arrive
dues
The annual Dues for each lot are $150. They are due on June 30th of each year.
The Dues collected are allocated ONLY to the roads. They are divided into two (2) accounts, Paving, Maintenance. This is done as follows:
Dues total: 895 x $150 = $134,250
Paving receives $75 of each $150 collected, which is 895 x $75 = $67,125.
Maintenance receives $75 of each $150 collected, which is 895 x $75 = $67,125.
For Members to be eligible to vote on issues presented at any membership meeting, these Dues must be current, within one year, according to the Treasurer's records.
PAVING LOTTERY
PLA 2 POA plans to eventually pave all of it’s 27 miles system. Currently, there are 17 miles that have been paved and 10 miles that are graveled.
A lottery system had been established to draw each year a road to be paved. This draw is done at the Membership Meeting in June by a Member present.
The length of pavement a road might receive is depending on the funds available and the costs required any given year, always with the intend to pave as much as possible.
For each road project, if it is paving, gravel maintenance, overlays, repairs, etc., the Board of Directors goes out for bits.

• Direx 4L Herbicide (Diuron):
◦ Active Ingredient: Diuron.
◦ Target: Wide range of annual/perennial grasses and broadleaf weeds.
◦ Uses: Selective in crops (e.g., cotton) and non-selective for non-cropland areas.
◦ Attributes: Long-lasting residual control (up to 3.5 weeks), non-corrosive, non-volatile, and non-flammable.
◦ Application: Pre-plant, pre-emergence, and post-direct.
Additional Funds
PLA 2 POA charges a one-time Transfer Fee of $1000-$2500 when a property is sold. 1% of the sale price.$1,000.00 minimum and not to exceed $2,500.00. With these fees collected each year, the Board of Directors pays all expenses, including mailings, computers, phones, an Emergency Fund maintained at $20,000, snow removal, weed control, street signs, etc.
After all expenses are taken care of, and whenever money is left over from the transfer fees, the funds are put in equal amounts into the accounts, such as paving and maintenance.
